Five plots that look identical and are not
Houses on a single site are rarely as repetitive as the drawings suggest. Ground conditions vary across the plots, boundary treatments differ, and the plot at the end always has something the other four do not.
On a scheme of this size there is no room to absorb that. A single unforeseen item spread across five units moves the outturn in a way it would not on fifty.

What we have done on it
Built the cost plan from measurement rather than from a rate per house, so the differences between plots sat on the face of the document instead of inside an average.
Prepared the tender documentation and reviewed the returns on a common basis, adjusting for the qualifications each contractor attached.
Carried the commercial control through construction, valuing work in place monthly and testing each variation against the contract rather than against the last one.
